A working group focused on issues of how the Movement provides easy access, open information and responsibility throughout it’s culture and operations. Our goal is to help develop a policy and culture of participation, trust and cooperation within our movement.

Access = Transparency = Accountability
Participation = Trust = Responsibility

We hope to develop a stable consistent framework that provides an agreement with groups operating under Occupy to take responsible for upholding fundamental values the Movement is based on.

Access:
A means of approaching, entering, exiting, communicating with, or making use of:

Transparency:
As used in science, engineering, business, the humanities and in a social context more generally, implies openness, communication, and accountability. Transparency is operating in such a way that it is easy for others to see what actions are performed. For example, a cashier making change at a point of sale by segregating a customer’s large bills, counting up from the sale amount, and placing the change on the counter in such a way as to invite the customer to verify the amount of change demonstrates transparency.

All organizations have a transparency culture, that part of the culture that relates to transparency; but few have a culture of transparency, i.e., a culture of being aware of transparency and incorporating it routinely into how things are done.

Accountability:
Is a concept in ethics and governance with several meanings. It is often used synonymously with such concepts as responsibility, answerability, blameworthiness, liability, and other terms associated with the expectation of account-giving. As an aspect of governance, it has been central to discussions related to problems in the public sector, nonprofit and private (corporate) worlds. In leadership roles, accountability is the acknowledgment and assumption of responsibility for actions, products, decisions, and policies including the administration, governance, and implementation within the scope of the role or employment position and encompassing the obligation to report, explain and be answerable for resulting consequences.

    Proposal:

    It is under the Occupy Portland Public Relations Committee’s discretion:

    1. What it posts on the website,
    2. What statements are made to the press,
    3. Who is allowed to be an Occupy Portland spokesperson, and
    4. Who is allowed to be in the Public Relations Committee.

    These items are considered official Occupy Portland information, and require no GA approval or disclaimer to the contrary.”

    Why:

    This is the description of the Occupy Portland Public Relations Committee as posted on pdxga.org website:

    “Coordinating and communicating with Mainstream Media and Independent Media, the public relations team is the only committee entrusted by the G.A. to speak on it’s behalf in a way that effectively encompasses the views inquiries email:pressAToccupyportland.org

    This is a vouched-for group. To be part of this group you must attend in-person meetings and trainings.”

    There have been large-scale recent attempts to find the “entrusting” the GA allegedly gave to this group, but the only thing that remotely looks like it would qualify is the proposal mentioned in the following email sent to PR on February 3:

    “PR is GA-approved.”
    “Web Team is GA-approved.”
    “What PR does is GA-approved.”
    “What Web Team does is GA-approved.”

    2.

    “Passed Proposal:
    Solidarity statements on the website with other occupy cities should not require GA approval, nor should factual events from sources.
    Amendment,
    Different posts carry different byline so we know if its from a committee, GA, etc.”

    Is this proposal the GA approval that is being referred to by statements like the ones above?”

    No one from PR has since put forth an alternative.

    Clearly, the proposal above is nothing like the mandate claimed by PR in its private group on PDX GA, or in less formal instances.

    Therefore, until such past “entrusting” by the GA can be attested for, actual, verifiable entrusting has to occur, and this proposal thus merely intends to verify Occupy Portland’s support of the Occupy Portland Public Relation Committees current activities, such as they have been listed above.
